A category of weapon type in the Command model.

A Decoy is not, strictly speaking, a weapon. A decoy is a countermeasure which is employed to confuse or seduce a tracking system. An towed decoy is one which is deployed a safe distance behind a platform on a long tether. Examples of towed decoys are the Nixie torpedo decoy and the Ariel radar missile decoy.
